   Rising crime rates as a result of the reintegrating populace of Skytopia after the second unobtanium threat have been spreading beyond the scope of the core skylands. Even those on the fringe of the archipelago experience pressure from the packs of lingering looters and vigilantes.

   In particular, an old nip cartel has become something of an urban legend since its revival and restructuring after the threat passed. The Constantine, once publishing out of York Tower on Cidade, has long kept a monthly column on the organisation, but since its eviction years ago after nearly going bankrupt, it has fallen out of favour with the public. However, its long history tracking this and other organised crime syndicates has earned it a limited following. The lead investigator for the column in question has recently begun to expand the operation as a result of increasingly violent extortion practices beginning to characterise her subject, and with a mandate — given The Constantine's growing popularity even as it narrows its reporting scope — to blow the underground operation out of the water and into the public's critical eye, it seems her available resources are expanding, as well.

   The syndicate's activity has been quite erratic despite its steady escalation; it is prone to disappear from a skylet as quickly as it had appeared, leaving mixed relief and worry behind for the victimised community. Though active in a number of places, it has kept quite mobile, making it difficult to track down its primary operations centres. In addition, its almost mythological nature has spawned an active counter-culture comprising various youths, especially those left behind in its activity transitions; unruly and unusually connected, participants express fascination with and adoration of the organisation, telling ironic stories of their temporary affiliation. It seems that, despite their being taken advantage of and promptly disposed, the lasting association with such a large and accessible community of peers has inspired their loyalty.

   Though not yet an immanent threat to society at large, violent crime has been quite proportional to its increasing activity, and discontent is beginning to spread and thicken. Soon, cries for retaliation will sound less like calls for revolution and more like every worried mother's outrage.
